IPv4 requests guidelines for LIR members
At AFRINIC, we know that having sufficient IP resources is vital for business and efficient, innovative service delivery for our LIR members. AFRINIC team noticed, from experience in handling additional resource requests, that a significant number of our resource members encounter difficulties when requesting additional IP resources. The team found that a lot of members were not policy-compliant in regards to their current allocations as well as future requirements. In order to simplify this task and make it clearer to the AFRINIC members, this general guideline was written.
In this guideline, we give:-
- information on what are the current policies that govern the resources distribution.
- information about the checks for policy compliance
- Procedures that they follow to implement the above.
1.Who should read/use this guideline?
This document is intended for AFRINIC LIR members who provide services & public IP resources, based on their needs, to their customers (end-users).
The features of these services include but are not limited to the following:
- Provision of Internet connectivity to small organisation using statically assigned IP addresses.
- Provision of Internet connectivity to individuals using dynamically assigned IP addresses.
- Usage of various technologies to provide connectivity such as; 3G, LTE, WIMAX, Satellites, ADSL......etc
- Provision of IP addresses for hosting services
- The number of the assigned IP addresses differs from one customer to another depending on the service type and customer requirements.
2. IPv4 guidelines:
2.1 What does AFRINIC current policy say?
- What is an assignment?
"An assignment is an IP block given by an LIR to the end-users for their own usage. To "assign" means to delegate address space to an ISP or End User for specific use within the Internet infrastructure they operate. Assignments must only be made for specific purposes documented by specific organisations and are not to be sub-assigned to other parties."
- How is an assignment identified in the WHOIS database?
An assignment is an inetnum object that has status "ASSIGNED PA" or "ASSIGNED PI".
- What is Provider Aggregatable Space (Allocation) ?
Section 6.7: "PA space is what has been allocated to LIRs from which they can assign or sub-allocate to end-users / downstream networks as non-portable block. If the end-user / downstream network changes provider, the address space assigned or sub-allocated by the previous service provider (LIR) should be returned and the network renumbered."
- AFRINIC goals of Internet Registry System?
Section 7.1: "It is AFRINIC's primary duty, as a custodian of a public resource, to ensure that for all IPv4 allocations and assignments, the following goals are met:
- Registration- Every assignment and allocation of public Internet address space must be registered in the AFRINIC whois database. This is necessary to ensure uniqueness and to provide information for Internet trouble shooting at all levels.
- Conservation- To maximize the lifetime of the public Internet address space resource, addresses must be distributed according to actual need and on the basis of immediate use. Therefore, stockpiling of address space and maintaining reservations must, in general, be avoided."
- Types of required documentation?
Section 7.3: "In order to properly evaluate requests, an RIR must carefully examine all relevant documentation relating to the networks in question. Such documentation may include network engineering plans, subnetting plans, descriptions of network topology, and descriptions of network routing plans. All documentation should conform to a consistent standard and any estimates and predictions that are documented must be realistic and justifiable."
- Assignments registration requirements?
a) All communication with AFRINIC will be in English.
b) All allocations and assignments will be registered in an AFRINIC database. Any unregistered assignments / allocations / sub-allocation will be considered invalid. The registration data (name, IP block/range, contacts, status, etc..) must be correct at all times. This is necessary to support network operations."
- What is an Allocation?
Section 8.1: ".......An Allocation is a range of IPv4 addresses from which sub-allocations and assignments are made. All LIR's assigning address space allocated from AFRINIC are also advised to adopt a set of policies that are consistent with the policies described in this document........"
- What is additional allocation?
Section 8.4: "An LIR may receive an additional allocation when about 80% of all the address space currently allocated to it has been used in valid assignments and/or sub-allocations. A new allocation can also be made if single assignment or sub-allocation requires more addresses than those currently held by the LIR.
Reservations are not considered as valid assignments or sub-allocations. It may be useful for internal aggregation to keep some IP blocks free for future growth. These internal reservations are however not counted as valid usage and must be assigned or sub-allocated before requesting for an additional allocation..........."
- Records keeping to be done by LIRs?
Section 11: "LIR's must keep and maintain records of any documentation regarding assignments and sub-allocations to end users. It is needed for future reference when evaluating requests from the same organisation and for any audits by AFRINIC. These documents should be kept electronically for easier access. It's advisable that these records should include but not be limited to:
- The original request.
- Supporting documentation.
- Related correspondence between LIR and end-user.
- Decision of the assignment, and reasons behind any unusual decision.
- Role of person that made the decision.
2.2 What are AFRINIC's current procedures?
- Any request must originate from a registered contact of a resource member.
- The requesting organisation must be in good standing aka it's account balance is zero.
- Audit the assignments to determine their "validity"
- All information provided to AFRINIC will solely be used for evaluation purposes.
- AFRINIC will comply with all applicable data protection and privacy laws of the Republic of Mauritius in its handling of data and information submitted to it by the Applicant in furtherance of an application for services and use thereof
2.3 What does AFRINIC's current procedures and policies mean in "layman" terms?
- All requests must come from myAFRINIC portal (https://my.afrinic.net) or by filling the forms available in our website.
- Your AFRINIC account must be in good standing.
Go to your billing summary page in myAFRINIC and check whether your balance is zero or not. If you already effected the payment but your account is not updated then send e-mail to
attaching the proof of payment.

- The IP addresses allocated by AFRINIC should only be assigned to your organisation customers. An assignment refers to the range of IP addresses that you will use from allocation given by AFRINIC for an end-site or customer with 4 or more IP, network infrastructure and dynamic pools.
- Each assignment should be properly registered in AFRINIC whois database.
- Your organisation must keep proper records of assignment and reasons for assignments.
- Your organisation must provide the necessary documentation to AFRINIC staff when requested. This documentation should be in english.
- Your organisation can ask for additional allocation if current allocations are 80% utilised or the immediate need is larger than the currently available resources.
2.4 What is considered an assignment?
- An IP address or block (/30 and above) currently being used by an LIR's customer.
- The IP address(es) can either be statically or dynamically assigned.
- A dynamic pool IP addresses shall be registered as one assignment with proper/detailed description stating what is used for. The size of the pool should depend on the number of concurrent users that connect to that pool during the busy/peak hours (provisioning).
- Any customer which has specific dedicated block assigned that is more than (/30) should be registered as separate assignment. It is advisable that the assignment contain information about the customer name details and contacts. If that is not possible due to marketing and competition reasons, the customer should be assigned unique ID that is to be used for all that customer assignments. The original name, industry and IP addressing plan should be documented & provided to AFRINIC if requested.
- Any subnet used for your organisation network infrastructure or services should be registered as separate assignment with proper details.
- The assignments should be registered in proper CIDR that includes not only the used IP addresses but also the network and broadcast IP addresses. Also, overlaps should be avoided; specific IP addresses can only be part of one assignment.
- Neither Reservations nor provision plans are considered as valid assignments.
2.5 What your current allocations should show on myAFRINIC portal?
- They should show utilisation number, if not then you either have invalid CIDR assignment or overlaps.
- They shouldn't show 0% utilisation by any means(unless the needs have changed and the prefix will be returned to AFRINIC)
- In most cases, they should show 80%
2.6 What should a request for an additional allocation include?
- Information about the intended use of the requested prefix.
- IP addressing plan showing the immediate use and the 12 month expected need.
- Any clarification in case the current allocation utilisation is less than 80%.
2.7 What kind of information will/may be required by AFRINIC during the evaluation of the request?
- Information about the name , industry and IP addresses utilisation of static assignments.
- Access to the monitoring system for the dynamic assignments and snapshots during peak/busy hour. If direct access is not possible, remote access application like WebEx, TeamViewer,...etc can be used. The monitoring system information should be in english. For Telcos, this information can be found in the APNs of the private IP addresses if you are using NAT or PAT. It can also be found in GGSN or DHCP servers. History of at least 3 months prior is recommended to be kept to ascertain the growth rate.
- Proof of infrastructure where the requested IP resources are intended to be used. This is usually in terms of purchase orders, payment receipts or shipping documents.
